Adressed the Gorno-Badakshan Assembly and said in his speech: 'Without peace it is not possible to build the human and material resources necessary for sustained positive change. There is no aspect of human history where development has occurred in a state of conflict. It is not possible to build the human and material resources that are required for sustained change and positive change.
